The GM really needs to know how it works, what he/she wants in the game, and is capable of constructing a game that can account for the balance issues that will arise. It can be a pain in the ass, but once you got it down, I found it to be a very rewarding system. I have had this dream of one day taking the Rifts campaign setting and building it in BESM 2nd ed. It is going to be a lot of work.
One of the best games I ran was a Buffy the Vampire Slayer ripoff in BESM. That is my favorite thing about it, it is very versatile. Which ever you choose, I hope you enjoy it! MacKinnon (by himself, there was big financial problems in the end) fought tooth and claw to get that book out and then the company was liquidated and sold to WhiteWolf.
